Sounds like PHP to me.

Usually when you get a "0 is not a ..." it means that you failed to
set the variable used in your function call.

ie. you might have pg_fetch_array( $result, 10 ) but had
pg_exec( $database, $query );   instead of
$result = pg_exec( $database, $query );
