The mingw that have is MinGW-4.1.0.exe along with MSYS-1.0.10.exe.

Found one other question about this here http://archives.postgresql.org/pgsql-cygwin/2004-02/msg00006.php . There was never a complete answer other than "use the binary installer" which is a lazy mans solution.
