That mail refers to cygwin install. Are you building for win32 or cygwin?

Found one other question about this here http://archives.postgresql.org/pgsql-cygwin/2004-02/msg00006.php . There was never a complete answer other than "

use the binary installer" which is a lazy mans solution.
