My DDL for a schema usually looks something like

CREATE SCHEMA passport AUTHORIZATION postgres;
REVOKE ALL ON SCHEMA passport FROM public;
GRANT ALL ON SCHEMA passport TO postgres;
GRANT USAGE ON SCHEMA passport TO GROUP acct;

Perhaps you have missed the REVOKE ALL?
