But it's not read correctly. In other words:

delete from "ExternalDocument" where id = 11825657and "Billed" = 'f';

deleted 0 rows, while:

delete from "ExternalDocument" where id = 11825657 and "Billed" = 'f';

deleted 1 row.

???
