Hi guys,

There is a project on Gborg.postgresql.org called WinMaster that's
supposed to make the cygwin version of PostgreSQL very easy, but not
sure how developed it is yet.

Just emailed the author (Igor) about it, in the hopes that he has
something ready for people to use.
