sqlsmith thinks that test_enc_conversion() must be marked as STRICT. It
crashes with something like this:

```
SELECT test_enc_conversion('\xe4dede'::bytea, 
                           null::name, 
               pg_catalog.getdatabaseencoding(), 
               false
              );
```
