Simply TIMESTAMP '01-JAN-2011' should work too:

 | test=# create or replace function fu(t timestamp) returns timestamp as
 | $$
 | begin
 |   return $1;
 | end $$ language plpgsql;
 | CREATE FUNCTION
 | test=# select fu(TIMESTAMP '01-JAN-2011');
 |          fu
 | ---------------------
 |  2011-01-01 00:00:00
 | (1 row)
