You are confusing things. All those lists you mention, with the
exception of pgeu-general and pgus-general, are language-specific lists.
They are not lists that "belong" to an organization or country; they do
not discuss an organization's matters. They are a sort of
"pgsql-general" except they speak a different language.
Since there are already postgresql.eu and postgresql.us domains with
their own services and mailing list servers, it makes perfect sense to
move the lists to those domains. The language-specific lists have none
of that.
