Description:        how to know if a cursor is open
Details:

In pgsql 7.2 , we can close a cursor before creating it even if it doesn't
exist .
In pgsql 8 , this method don't work .
How do i know if a cursor is already open , perhaps in system tables ?? I
don't know .
