There are.  Unfortunately, a lot of them are in Defense or Homeland
Security, which means that they will never go on the record about what
software they use.  Publically known users include:

Lawerence Berkeley Labs
University of California
U.S. Army
Gov't of Venezuala
Sao Paolo Metro
San Francisco MUNI

... and a bunch more I can't remember right now ...
