From the 7.4.2 manual, Date/Time Functions and operators, 9.8.1. EXTRACT,
date_part:

week:
    (The ISO-8601 week starts on Monday.)

dow:
    The day of the week (0 - 6; Sunday is 0)

Why is Sunday dow 0, if the iso week starts on Monday and the iso week is used
in extract(week from source)?
