Or throw an error. I'm not sure what the big deal is with defaults -
everyone should be tuning their conf files intially anyway, the
defaults are just there to get you started. If you need a history,
put postgresql.conf into your local revisioning system, starting
with the supplied one (the "default") before you make any changes.

If everything is uncommented, it all becomes clear exactly what
will happen on reload.
