Can you be more specific please. Which menu bar do you mean?
On macos pgAdmin4 runs in the default browser and the server continues running even after quitting the browser.
I cannot find any other way to exit except by force quit in the Activity Monitor.

Would it be possible to open in a browser by choice instead of in the default one?

In order to shutdown pgAdmin4 server, You can right click on system tray(menu bar in case of macOS) icon of pgAdmin4 and choose "Shutdown server".

pgAdmin4 version 3 looks better than the previous versions.  There appears to be a major oversight, there is no quit/exit/end button.  You have to go into the task manager and end the pgAdmin4 desktop runtime manually.
