Neither Red Hat, nor this repository is missing that package. The link
you gave is the only exception in 14 different combinations, because of
a wrong major cleanup that I performed 2 weeks ago. I re-uploaded -devel
to the repository.

See this as an example to Red Hat (and CentOS),

This is nonsense. Both Debian, Fedora, Red Hat, CentOS and OpenSUSE has
automated build tools and QA.
