Environment: Win2K RC2 (build 2128), Cygwin 1.1.0 (cygwin1.dll 1.1.2), IPC
daemon 1.05 (from binaries), Postgresql 7.0.
OK. Postgres seems to build all right now that I've actually found build
directions...
When I go to start up psql, however, here's what happens. I took a ps -afl
before and after to see if anything else did anything sudden, but nothing
did. I'll show the "before" one.

install(I tee'd their output into text files just in case), or config.cache,
