I always download the ZIP Archive from http://www.enterprisedb.com/products-services-training/pgbindownload then run
initdbmanually.
Both were initialized using:
initdb -D "..." --lc-messages=English -U postgres --pwfile=pwfile.txt -E UTF8 -A md5
