If you do not want to use arrays, you can always use:

| FOR r IN SELECT a FROM (VALUES ('a'), ('b'), ('c'), ('d'), ('e')) AS t(a) ORDER BY a LOOP
|   RAISE NOTICE '%', r.a;
| END LOOP;
