Actually, I think we should have it in two places. INSTALL should have
the quick and dirty instructions. People can print off the file and
follow it step by step. However, INSTALL should also tell people to read
regress/README if they want more information or in the event of problems.
However, if you just want INSTALL to simply tell people to read
regress/README for instrucitons on running the regression tests, I have no
objections.
