Here is the document

You can try with the lines in "Example 20-1. Example pg_hba.conf entries".
(Your pg_hba.conf is not correct.)

Steps:
1. Fix your pg_hba.conf according to the document mentioned above.
2. Use psql to test if you can connect to the database server.
    If not, goto step 1, else goto step 3.
3. Use your application to run tests.
