The adminpack is a contrib module. You need to install it on the server for pgAdmin to use it. It adds a few functions, like pg_file_write that pgAdmin needs to be able to write on the config file.
To check if you have this module installed, the simplest thing to do is to check if pg_file_write function exists. The SQL query should tell you how many pg_file_write() function you have:
select count(*) from pg_proc where proname='pg_file_write';
