List pgsql-hackers
(I'm behind on my reading so I apoligize if this has already been
suggested.)

How about adding mailing lists pgsql-api and pgsql-api-digest? In this
whay, whenever one of us writes a message giving information on an API, we
can simply mail a copy of it to the mailing list. I know I have described
useful information a number of times about java-libpq but I've never
gotten around to putting the info in the mailing list. :(

Later on, the archives from this list could be used to write a fairly
comprehensive how-to.
