In other words, now with savepoints, BEGIN; COMMIT; ROLLBACK;
can be replaced with
SAVEPOINT foo; RELEASE foo; ROLLBACK TO foo; respectively.

If only transactions weren't a requirement for SAVEPOINTs,
what would we then need BEGIN; COMMIT; ROLLBACK; for?
