In case you're referring to

if test "$enable_debug" = yes && test "$ac_cv_prog_cc_g" = yes; then
  CFLAGS="$CFLAGS -g"
fi

this has nothing to do with GCC.  $ac_cv_prog_cc_g is set to yes if the
compiler understands -g.
