Some old versions of readline don't have rl_completion_append character so
the safest thing to do would be to upgrade your readline library, if
possible. However, the strange thing is that there is a configure check
against that. Perhaps you need to do make distclean and reconfigure and
rebuild. If that doesn't work I'd need to see the files src/config.log and
src/include/config.h that are created by configure.
