Have you started the server with the -i option.
-i enables TCP/IP connections.

I am have installed cygwin and postgres.
Installed cygipc
started ipc-daemon
initialized db
Started postmater with -h localhost and -p 5432
Download pgadmin III for windows
but unable to connect to postgres runing in cygwin from windows on same
machine
