It's not an application, it's a set of functions that can be called through libpq using normal SQL that allow pgAdmin to read and write files on the server - such as the config and log files.

I didn't noticed that it is a server-side application. Could you tell me what it really does ? I just want to manager the pgserver without using putty and vi.

Notthing against puttty or vi but I just want to concentrate all work on one application.

It's for *nix and Windows... but, if you are running the server on Windows then the adminpack is already included in installer version. Look for the admin81.sql or admin80.sql file in your installation and run that in your maintenance DB.

There is any problem to use an older version of adminpacks ?

 
No, it's the same as the older version. Note that form PostgreSQL 8.2, it will be included in /contrib, rather than bundled with pgAdmin.
