If you put it in your cygwin root directory (c:\cygwin by default) then go
to the bash shell, then cd / and then:
tar -jxvf cygipc-1.11-1.tar.bz2
OR:
bunzip2 cygipc-1.11-1.tar.bz2
tar -xvf cygipc-1.11-1.tar
