Try the pgsql-cygwin@postgresql.org mailing list.
    As a point a pre-compiled version of postgresql-7.1.3 currently gets
installed if you do a full install of cygwin so unless you want specific
ops.
    Unfortunatly to run psql in the latest version of cygwin
unfourtunatly you need to get cygncurses5.dll (it gone to cygncurses6.dll
currently) as readline seems to currently depend on it (or recompile without
readline support). Some one did say they got away with just copying 6 and
renameing, however that does sound a tad unreliable....
