List pgsql-cygwin
Snapshot:
2001-Oct-08
cygwin1-20011008.dll.bz2
Appears to work OK for me (on Windows 98SE with postgresql-7.1.2 own build).
If you don't want to use a snapshot then try cygwin-1.3.2
