It seems that the backend is working. (FYI: cygwin uses INET sockets anyway, but remeber on Unix/Linux/BSD to use postmaster -i & to enable TCP/IP connections). 1) I've never used ipgsql so can not really help. (Have you tried pgadmin?). It could be that you have to edit the pg_hba.conf file in your data directory. Also if its connecting via ODBC you'll need to make sure thats set up (see http://odbc.postgresql.org ). 2) That looks fine to me (IIRC first number is the OID of the inserted row, second number is the number of rows inserted). 3) I'm guessing there is still a missing path, or a missing program. There should be a program called less.exe in /bin that should have been installed in the cygwin setup. If this is missing rerun setup and include it.
