Remove OID8_FORMAT from c.h
This marker could break translated strings if used, so let's remove it
and encourage instead the use of PRIu64, something that xgettext is able
to digest.
This marker has been introduced in b139bd3b6ef0, down to v19 that has
not been officially released yet, so a removal is still possible without
breaking the ABI requirements.
