pgsql: Check for tabs in postgresql.conf.sample. - Mailing list pgsql-committers

Check for tabs in postgresql.conf.sample.

The previous commit updated this file to use spaces instead of
tabs.  This commit adds a test to ensure that no new tabs are
added.
