Trouble installing pltcl language - Mailing list pgsql-admin

Can not install by

Create language pltcl;

Or

Createlang.exe pltcl --dbname=mydb –username=me

Keep getting

ERROR:  could not load library "C:/Program Files/PostgreSQL/8.1/lib/pltcl.dll": The specified module could not be found.
