Debian and ubuntu have the configuration stored in /etc/postgresql/,
not /var/lib/postgresql.  You should use the pg_ctlcluster command
instead of pg_ctl.  See
http://manpages.ubuntu.com/manpages/trusty/man8/pg_ctlcluster.8.html
and related commands.
