Hi,

The bug I am reporting has been occurring since 12.x, including 13.x: https://www.postgresql.org/message-id/16441-f26a1a93b7a4bf7b%40postgresql.org

Is this on deck for a fix anytime soon? Like the reporter mentioned, not having this implemented breaks rails tests, including mine.
