The pgsql-hackers mailing list is for development of PostgreSQL its self. General questions are better suited to the pgsql-general mailing list or to Stack Overflow.
Conversion from MySQL to PostgreSQL is a common question and there's lots of info out there, though you might like the answers since there are't any automagic tools to make all existing queries "just work". As for junk characters, look at the "bytea" data type.
