There is no hints folder in C:\Program Files\PostgreSQL\9.2\pgAdmin III\docs\en_US (I have 9.2 installed instead of 9.3)

We have followed the same above steps with PostGreSQL 9.3 32 bit installers but we are not able to reproduce the issue.
After the installation there should be "hints" folder in installation path. We are able to see the "hints" folder in "C:\Program Files\PostgreSQL\9.3\pgAdmin III\docs\en_US\hints" path with 32 bit installers where there is not such folder with 64 bit installers.
Can you please confirm that you are using 64 bit installers and is there any folder of "hints" ( C:\Program Files\PostgreSQL\9.3\pgAdmin III\docs\en_US\hints ) in installation path ?

Neel, can you look into this please? I'm not sure if it's an issue in the EDB PG installers, or the community MSI/DMG packages or any combination of them. I suspect it may be language-dependent.
