IMV MulitXacts were not a special case because of how many bugs there
were in 9.3.0. Rather, they were a special case because, to the
surprise of many, the number of bugs in each point release (or their
severity) did not really taper off. There was a particular qualitative
nature to the bugs. This seems to be because the design was
excessively complicated.
