This could lead to a catalog corruption, even if it is a lot strange!
What does:
SELECT oid, nspname FROM pg_namespace WHERE nspname = quote_ident(
'HR16101766338-2018');

return? And what about

SELECT oid, nspname FROM pg_namespace WHERE nspname  like
'%HR16101766338-2018%';
