I just tried to use the actual Pgadmin4. Version info is:
***********************
Version1.4
CopyrightCopyright 2013 - 2017, The pgAdmin Development Team
Python Version2.7.12 (v2.7.12:d33e0cf91556, Jun 27 2016, 15:19:22) [MSC v.1500 32 bit (Intel)]
Flask Version0.11.1
Application ModeDesktop
***********************

When I try to create a new server (which can be used by PgAdmin3 with no problems), I get the error message:
"Error saving properties: GONE - 'ascii' codec can't encode character u'\xbb' in position 45: ordinal not in range(128)"

When I uncheck the box "Connect now?", I can save the new server, but when trying to use the new server, I get the message (at once): "Connection to the server has been lost."

So I cannot use the actual PgAdmin4.  I had the same problem with earlier releases of PgAdmin4.
The databases I try to connect to are version 8.4. Is this the problem?
