As the subject says, the dependency versions have been updated to
align with upstream requirements. Furthermore, the packages
`python3-pgspecial`, `python3-prompt-toolkit`, python3-pyscopg3`, and
`python3-tzlocal` have been marked as dependencies. This will fix my
earlier reported bug in
