In this case you could still write:

RAISE NOTICE '% %', x, (SELECT a,b FROM y);

(assuming only x is a variable here)

no - y was a composite variable. 

When you write RAISE NOTICE '%', x, then PLpgSQL parser rewrite it to RAISE NOTICE '%', SELECT $1 

There is no parser just for expressions.
