Running pgAdmin4 version 4.8 on Chromium under Kubuntu.  When I open the properties dialog for a table, it is un-resizable and the horizontal scroll bar doesn't work.  This is particularly problematic as I can't get to all the properties in the columns screen. 

The table properties dialog is working fine for me on Chromium on MacOS. All the properties of the column can be accessed by expanding the row with the Edit icon (Left side) given for each row in the Columns Grid.

I would suggest, try a different browser as well as Chromium is not the supported browser for pgAdmin.

You can also log this issue @ https://redmine.postgresql.org/projects/pgadmin4 if you can't resolve it.

The developer's tool in Chromium shows these errors/warnings:
