I just tried to create a new Server and I used a wrong password. I got an error screen with the old:

'utf8' codec can't decode byte 0xf3 in position 24: invalid continuation byte

This issue was already resolved https://redmine.postgresql.org/issues/2821 but looks like it came back.
Please report this issue @ https://redmine.postgresql.org/projects/pgadmin4 with the proper details. 

Is this a known issue? Should I report it?
