What's the difference between the official PostgreSQL ODBC driver, and
the proprietary one that there is an ad for under "Latest news" on
.org? The only difference that I can see is that one is free, while
the other costs $500. I'd expect any proprietary ODBC driver to
prominently claim some advantage over the official one, but I don't
see that.

Even if we assume that there is value to the community in allowing
this product to be promoted on .org, the wording is in serious need of
copy-editing.
