python2-psycopg2.x86_64             2.8.5-1.rhel7            pgdg10

python34-psycopg2.x86_64            2.7.7-2.el7              epel 


So the Python 2 version is available in the 11 and 10 repositories, but not in 12, nor common. Are there plans to add it to common and/or 12, or it is not going to be supported in the PGDG repositories?
