The command I am using is 
meson setup --wipe build_dir -D extra_include_dirs=c:/Users/davec/projects/postgres/libxml2-vc140-static-32_64.2.9.4.1\lib\native\include\libxml -D extra_lib_dirs=c:/Users/davec/projects/postgres/libxml2-vc140-static-32_64.2.9.4.1\lib\native\libs\x64\static\Release --prefix=c:\postgresql

I've tried other libraries and no joy.
