There is no point to patch a stable branch if it has no support for the OpenSSL version we target. Now, bb132cdd has added support for OpenSSL 1.1.0 in 9.4, so there is actually no reason to not patch 9.4 as well and you are right.
The patches are intended to support OpenSSL 1.1.x, including 1.1.1x.
The attached patches are meant for all supported versions and HEAD.
