Actually a lot of people are using OSGI. Almost any enterprise container is OSGI container. JBoss, Websphere, Fuse Fabric, you name it.
We are using felix bundle maven plugin to make OSGI bundle. Its open source. May be it's worth switching to it? It's really easy to use.

It cannot.
Having pgjdbc-jre7-osgi, pgjdbc-jre7-noosgi would be a nightmare.
